The General Office of the Communist Party of China Central Committee and the General Office of the State Council has jointly2 issued a guideline to step up reform to improve social mobility3 of labor4 force and talent.
建议指出,以户籍规范和公共服务牵引地区流动。全方位取消城区常住人口300万以下的城市落户限制,全方位放宽城区常住人口300万至500万的大城市落户条件,健全城区常住人口500万以上的超大特大城市积分落户政策。
According to the guideline, more efforts will be made to influence regional mobility via the household registration5 system and public services. Restrictions6 on residence registration will be completely lifted for cities with a residential7 population of less than three million in urban areas. Conditions for residential settlement will be relaxed for large cities with a residential population of three million to five million in urban areas. The settlement policies for mega cities with a residential population of above five million in urban areas will also be improved.

We will provide extensive public employment services to open more channels for college graduates and other young people as well as migrant rural workers to find jobs and start their own businesses. We must remove institutional barriers that block the social mobility of labor and talent and ensure that everyone of our people has the chance to pursue career through hard work. We will improve mechanisms8 for joint1 discussion and mediation9 involving government, trade unions, and employers in an effort to ensure harmonious10 labor relations.
